This paper argues that India's transition from decades of stagnation to rapid growth was driven not by its demographic endowment but by economic reform. For more than four decades after independence, India combined a vast labor force and an immense domestic market with an inward-looking, state-controlled economic system—the License Raj, industrial nationalization, and restrictions on foreign investment—that held its potential captive at a per-capital income of under one hundred dollars. The 1991 liberalization of trade, foreign direct investment, and the License Raj, together with the Modi government's later institutional reforms (the Goods and Services Tax, Aadhaar, and the Unified Payments Interface), unblocked the flows of labor, capital, and finance and converted latent potential into growth. Drawing on macroeconomic, trade, capital-market, and demographic data, the paper traces the concrete channels of this conversion, compares India with China and other emerging economies, and evaluates the limits that remain. It concludes that India's growth reflects the quality and continuity of reform, and that sustaining growth depends on how deeply reform continues.
