Abstract
The achieving of the purpose of social development of education and upbringing, which are often reduced by neo
behaviorism in fact to the manipulation of people, requires somewhat different and more appropriate methods. Such
methods should include various forms of training, behavior modification based on the factors of reinforcement techniques
(variety of motivation, encouragement, rewards, etc.). Individuals must be clearly aware of the purpose of their activity,
and at the same time, the effectiveness of social reinforcement depends on the degree of trust and respect of the individual
to the institutions of society and the specific people to whom society and the state are entrusted to carry out the
administrative-managerial process.
